Inter-ministerial dialogue on HR and Tax & Custom

On 14 August, INCHAM Hanoi participated in the Inter-ministerial Dialogue on HR and Tax & Customs, focusing on key regulatory matters related to Intra-Corporate Transferees (ICT), wages, taxation, social insurance (SI), and labor outsourcing for foreign and domestic workers. The dialogue brought together representatives from the Vietnam Business Forum (VBF), Ministry of Home Affairs (MOHA), Employment Department, Tax Policy Department under the General Department of Taxation, and Ministry of Justice (MOJ).

The meeting focused on two main issues:

• Intra-corporate transferees (ICT) & Labour relations
• Labour outsourcing

In conclusion, all parties agreed on the need to harmonize Labor, Social Insurance, and Tax regulations to support sustainable growth of both FDI and domestic enterprises. VBF proposed that MOHA serve as the primary liaison with the Government to consider amendments to relevant laws and ensure they better reflect economic growth and business realities.
