Technical Meeting on the Amendment of Investment Law

On 17 August, INCHAM Hanoi participated in a consultation on the proposed revision of the Investment Law, expected to take effect from 1 January 2027. The Ministry of Finance presented key policy directions, including stronger FDI integration with domestic enterprises, strategic incentives to encourage local reinvestment and greater decentralization of investment decisions to provincial authorities.

During the discussion, government representatives and business associations shared practical concerns and recommendations on investment incentives, regulatory predictability, localization and labor-training requirements, foreign ownership restrictions, and support for high-tech sectors such as semiconductors and AI. Participants also highlighted the need for clearer regulations on investment capital, project amendments, business expansion, and administrative procedures to reduce legal uncertainty and improve the investment environment. Stakeholders were invited to submit formal written feedback for consideration in the finalization of the draft amendment.
